With investment costs calculated at 1700 US$/kW for a 12 TWh/year production level and no need for increased investment in existing transport networks, the decentralized strategy is an option.

 

Economically, the potential is formidable both in a short term and long term perspective; in the short term by fulfilling the 12 TWh needs of Central Norway without any increases in existing transport networks and in the long term by gradually reducing dependency on fossil fuels and easily coping with expected growth in energy demands where existent energy sources would have extensive problems developing additional infrastructural requirements, such as hydro electric dams, wind farms, solar facilities and transportation networks.
